Dear Friends,
More than any time in my life, Americans want a change in the direction of
our government. Many of you have expressed your frustrations to me about our
misguided foreign policies and our misplaced domestic priorities.
I, too, and deeply concerned. That’s why I’ve developed this set of
recommendations on the most pressing issues facing our nation. We will get the
country back on track. Hope for America doesn’t come from a partisan motivation,
but a patriotic one that we all share. Most of us simply want solutions that
serve the greatest good.
That’s been my goal as your Representative in Congress. I’d be honored to
have your support to continue my service.

Energy Independence
“We can achieve energy independence from foreign oil – which is critical to our
national security – but we must make a major investment in renewable sources of
energy today.”

My Plan:
- Invest in energy efficiency and renewable energy research and development;
- Expand production and deployment of American grown bio fuels, as well as
flex-fuel and hybrid vehicles;
- Provide tax incentives for solar, wind, geothermal and biomass energy
development and application;
- Require that 20% of all electricity in the U.S. come from renewable sources;
and
- Reward energy efficiency with tax credits.
National Security
“Implementing all the bi-partisan 9/11 Commission recommendations is long
overdue, but comprehensive national security also means intelligence reform and
full funding for counter-terrorism programs.”

My Plan:
- Limit the proliferation of weapons of mass destruction and reduce current
stockpiles;
- Increase federal assistance for first responders and implement comprehensive
security programs for ports and borders;
- Restores our capability to promote effective diplomacy and international
relief; and
- Entrust the Iraqi government with the responsibility for civil order; call on
the international community to assist in building democratic institutions and
the training of Iraqi security forces; and commence drawdown of American troops.
Economic Competitiveness

must be a partner, not a roadblock.”

My Plan:
- Provide incentives for entrepreneurial innovation in the small business
sector;
- Invest in a sustained federal research and development initiative that
promotes public-private partnerships, including a permanent and reformed R & D
tax credit;
- Guarantee affordable access to broadband technology for all Americans;
- Increase, by up to 10,000 per year, the number of elementary and secondary
math and science teachers in our nation’s schools; and
- Restore funds cut from student aid programs.
Natural Resources
“’Preserve and protect’ – we often use these words in reference to the U.S.
Constitution. Today, they are our environmental credo with regard to our
nation’s natural resources.”

My Plan:
- Significantly reduce greenhouse gases and threats of climate change by cutting
vehicle emissions by 2% each year until emissions are 80% lower than 1990
levels;
- Ban clear cutting in National Forests and allow sustainable logging outside roadless areas and riparian corridors;
- Extend and make permanent the bar on offshore drilling in California; and
- Protect the Arctic Refuge from oil drilling by making it a wilderness area.
Healthy Families
“How often have we heard, ‘Be thankful you have your health?’ We do know the
value of good health care, but not everyone can afford it or has access to it.
Changing direction on health care is one of my top priorities.”

My Plan:
- Reduce the cost of prescription drugs by allowing Medicare to negotiate lower
prices;
- Authorize federal funding for stem cell research and implement ethical
standards;
- Reduce healthcare costs and medical errors by promoting healthcare IT and
electronic medical records;
- Insure every child in America with a healthcare policy; and
- Continue to allow states to use Medicaid funds to provide treatment coverage
for low-income, uninsured women diagnosed with breast or cervical cancer.
