Congresswoman Anna G. Eshoo
Elected in 1992, Anna G. Eshoo is the first Democrat to
represent the 14th Congressional District, the heart of
Silicon Valley, in more than 50 years. The 14th is home to
Stanford University, Nasa Ames, Google, HP, Seagate and many
of our nation’s great public servants including former
Defense Secretary William Perry. The 14th Congressional
District includes San Mateo, Santa Clara and Santa Cruz
counties and 32 cities.
Rep. Eshoo was appointed in January 2003 to the House
Intelligence Committee where she is Ranking Member of the
Subcommittee on Technical and Tactical Intelligence as well
as on the Subcommittee on Intelligence Policy. She continues
to serve on the powerful House Energy and Commerce
Committee, including the Subcommittee on Telecommunications
and the Internet and the Subcommittee on Health. She
co-chairs the Congressional E-911 Caucus, the House Medical
Technology Caucus and serves as Vice Chair of the 21st
Century Health Care Caucus.
Representative Eshoo hails from the heart of Silicon
Valley and her belief in American competitiveness runs deep.
She led the fight to create uniform standards limiting
frivolous lawsuits, saving investors and the high-tech
industry billions of dollars. Her bill authorizing
electronic signatures brought commerce into the digital age
and was the model for digital signatures by the European
Union.
A tireless crusader on behalf of innovators and cutting
edge enterprises, Rep. Eshoo has long argued against
mandatory expensing of broad-based employee stock options.
She has sponsored numerous bills to prevent the
implementation of accounting rules which would require stock
options granted to employees to be deducted from company
revenues, a practice which has led to significant reductions
in these valuable tools of employee ownership.
In November 2005, Rep. Eshoo led the House Democratic
Caucus in introducing The Innovation Agenda – A Commitment
to Competitiveness to Keep America #1. Representative Eshoo
developed this comprehensive policy in conjunction with
House Democratic Leader Nancy Pelosi and others after
extensive consultation with Silicon Valley and tech leaders
around the country, venture capitalists, and scholars. The
Agenda represents a commitment to:
- Greatly increase our investments in R&D by doubling
funding for the National Science Foundation and other
research agencies and by modernizing and making
permanent the R&D tax credit;
- Improve education in science and math and make
college more accessible;
- Provide universal broadband access for all Americans
in five years;
- Achieve energy independence in ten years;
- Promote opportunities for small business and
innovative startups, ensuring access to venture capital,
improving the patent system, and reducing health care
costs.
The American Electronics Association, The Tech Net
Founders Circle and the Semiconductor Industry have all
honored Anna for her legislative leadership.
